The Ethics And Anti-Corruption Commission (EACC) has launched investigations into alleged mismanagement of funds by Ezra Chiloba, during his tenure as Communications Authority Director General.
EACC has written to the Communications Authority (CA) seeking documents that were used in recommending Ezra Chiloba’s suspension.
Chiloba was indefinitely suspended from his role as the Director General of the CA on September 18 following allegations of abuse of office.
The EACC has indicated in a letter dated September 28 that it was investigating Chiloba over abuse of office and conflict of interest allegations.
According to the commission, there were allegations of public funds misappropriation at the CA, in the financial years 2021/2022 and 2023/2024.

“The Commission is investigating allegations of abuse of office and conflict of interest against Ezra Chiloba Simiyu, the suspended Director General, Communications Authority,” read part of the EACC statement.
At the same time, EACC also requested Acting Communications Authority Director General Cristopher Wambua to provide other key documents necessary for the investigations.
EACC requested for an Audit Report, the Mortgage Loan Policy, the Mortgage Loan Book, and an authorized panel of values.
Additionally, the commission demanded minutes of the Special Board Audit and Risk Assurance Committee meeting held on August 8.

This was after an audit report linked Chiloba to the mishandling of a Ksh.662 million staff mortgage scheme at the Communication Authority.
The audit also revealed significant losses in recent years within the administration of the CA Staff Mortgage Scheme.
EACC launched investigations into Chiloaba’s case, approximately two weeks after his suspension from CA.

“Following a meeting of the Authority’s Board held on September 18. resulting in the suspension of the Director General, I am pleased to inform all staff of the appointment of Christopher Wambua as a Director General in Acting Capacity effective today till further notice,” read part of the statement by CA confirming Chiloba’s suspension.
Ezra Chiloba was appointed CA Director General in 2021, taking over from Francis Wangusi who had retired.
