Treasury Cabinet Secretary Njuguna Ndung’u has introduced new charge rates for eCitizen transactions.
The charges were outlined in a gazette notice dated December 14, 2023. The Digital Payments Platform, integrated with various electronic payment channels in Kenya, will impose nominal administrative fees.
Moreover, the fees are not of a total but rather per transaction, effective immediately as outlined in the gazette notice.
Furthermore, the charges are implemented in a seven-structure state as shared by the cabinet secretary.

eCitizen charges
The pro-rated charges are structured as follows:
1. Payments below Sh199 will incur a Sh.5 fee.
2. Payments between Sh.200 and Sh.299 will be charged Sh.10.
3. Payments between Sh300 and Sh.499 will carry a Sh.15 charge.
4. Payments between Sh.500 and Sh.699 will be subject to a Sh.20 charge.
5. Payments between Sh.700 and Sh.999 will attract a Sh.25 fee.
6. Payments exceeding Sh.1000 will incur a Sh.50 charge.
7. For payments in US dollars, a flat fee of $1 will apply.

Are costs lawful?
Ndung’u emphasized that the eCitizen.go.ke Digital Payments Platform aligns with constitutional provisions.
To be specific eCitizen is in line with Article 201 (a) and Article 6 (3), promoting financial openness and accountability.
Furthermore, this was to also ensure widespread access to government services as outlined in the Public Finance Management Act.
The CS emphasized that the platform is designed to be the primary framework for citizens to access and pay for government services.
Consequently, the platform was also aligned to accommodate different modes of payment to ease payment for Kenyans who use different money services.
Additionally, the pro-rated charges apply to all services unless otherwise waived by CS Ndung’u.
