Former Treasury CS Henry Rotich appointed as President Ruto’s advisor

President William Ruto has appointed former Treasury cabinet secretary (CS) Henry Rotich as  senior advisor on fiscal affairs and budget policy in his office.

His appointment was captured in a letter from the head of Public Service Felix Koskei on Thursday February 8, 2024.

Rotich was appointed as Treasury CS in 2013, by Uhuru Kenyatta (who was president by then).

He also served as head of Macroeconomics at the Treasury before he was appointed as CS in 2013.

Rotich was fired from the Treasury Ministry on January 14, 2020 over the  Arror and Kimwarer dams scandal. His position was taken over by Ukur Yatani.

However the Anti-Corruption Court on December 14, 2023 acquitted Henry Rotich and 8 others in Ksh65 billion Kimwarer-Arror dam scandal.

During the ruling, Senior Principal Magistrate Eunice Nyutu stated that there was no sufficient evidence to charge Rotich and other accused persons.

“All the accused persons in this case are hereby acquitted under section 210 due to lack of evidence as a result of the reckless dereliction of duty by the prosecution,” the magistrate said.

According to the court ruling, Rotich did not have a case to answer in the Arror and Kimwarer dams scandal.

At that time, DPP Noordin Haji accused Rotich of exaggeration and payment of more money to the Italian firm for the two dams.
