Governor Kawira Mwangaza faces yet another impeachment motion over alleged abuse of office

Meru Governor Kawira Mwangaza is facing yet another impeachment motion.

Zipporah Kinya, a nominated MCA and Deputy Leader of the Majority Party, is expected to move a motion before the county assembly on Wednesday, July 17 morning at 10 am.

Kinya wants the Governor to be impeached on two counts; abuse of office, and misappropriation and misuse of county resources.

The motion raises numerous allegations against the county boss on these two counts, including illegally revoking the appointment of CPA Virginia Kawira Miriti as Secretary/CEO of the Meru County Public Service Board, without a vote of not less than 75% of all the members of the County Assembly and in
usurpation of the powers of the County Assembly.

Kawira, who was voted as an independent candidate, is also accused of failing to appoint the Chairpersons of the Meru County Revenue Board, Meru Microfinance Corporation, Meru Youth Service Board, and Meru County Investment and Development Corporation Board as required by law.

Previous impeachment motions

The first attempt to impeach Governor Mwangaza came in November 2022. However, the High Court came to her rescue, with Justice Wamae Cherere — on November 30 2022 — ruling that Meru County Assembly did not follow a proper procedure in initiating the motion.

In December 12 2022, a fresh motion was filed against the Governor, with MCAs voting unanimously to kick her out of office two days later over alleged gross misconduct, abuse of office and gross violation of the Constitution. Fortunately for her, she was saved by the Senate (an 11-member Special Committee) in a unanimous decision.

In November 2022, Governor Mwangaza survived the second bid to remove her from office after majority of the 47 senators threw out seven charges leveled against her in a vote that took place past midnight. This was after two days of intense and emotional proceedings that saw the governor break down occasionally as members defended her.

The MCAs had accused her of misappropriating county resources, nepotism and unethical practices, bullying and vilifying other leaders, usurping her statutory powers, contempt of court, illegally naming a public road after her husband and contempt of the Meru County Assembly.
