Chief of Staff and Head of Public Service Felix Koskei has urged Kenya’s public servants to embrace transformative reforms to restore efficiency, accountability, and trust in government institutions.
Speaking at the Africa Public Sector Conference and Awards (APSCA) on Tuesday December 10, 2024 at the Bomas of Kenya, Koskei emphasized that true service delivery begins with bold leadership and a commitment to change.
“When this administration came to power, the state of public service was marked by inefficiencies, bureaucracy, and a disconnect with the citizens it was meant to serve.
“We are turning that around by placing the citizen at the center of every decision and every action,” Koskei said as he received the Transformational Leadership in Public Service Award.
Koskei highlighted the administration’s efforts to overhaul a public sector long criticized for delays, corruption, and poor service delivery.
Under his leadership, the Office of the Public Service has implemented measures to streamline operations, digitize services, and hold civil servants accountable for their performance.
“We are redefining what it means to serve. This is no longer about processes; it’s about outcomes. Our goal is to make every Kenyan feel the impact of a government that works for them,” he added.
Since his appointment, Felix Koskei has introduced key initiatives to modernize the civil service.
These include rolling out performance-based evaluations, expanding digital service platforms such as eCitizen, and addressing systemic issues that previously hindered efficiency.
These reforms have already begun to bear fruit, with improved turnaround times for government services and enhanced public trust in state institutions.
Reflecting on the past, Koskei noted the challenges inherited by the current administration, including bloated systems, a culture of impunity, and outdated processes.
He credited President William Ruto’s leadership for prioritizing reforms aimed at restoring public confidence in government.
“This transformation journey has been a team effort, guided by the President’s vision of a responsive, citizen-focused government.
Public servants must now rise to the occasion and deliver on the promise of good governance,” Koskei stated.
As he accepted the Transformational Leadership in Public Service Award, Koskei dedicated the honor to Kenyan citizens, saying, “This award is not just a recognition of past efforts but a reminder of the work that lies ahead. We must all stay committed to building a public service that earns the trust and respect of every Kenyan.”
