Kenya School of Law management has announced that students enrolling in the Advocates Training Programme (ATP) at the Kenya School of Law (KSL) for the 2025/2026 academic year will not receive HELB student loans.
The ATP is scheduled to begin on February 10, 2025, following KSL’s opening of applications in August 2024, with the application deadline set for October 31, 2024.
In 2021, KSL established a Legal Education Fund to support ATP students with tuition fees, managed by HELB on behalf of the institution.
However, KSL Director Henry Mutai issued a notice on January 14 stating that said financial assistance would not be available this year.
According to Director Henry Mutai, this is due to the government’s current budgetary constraints.
Director Mutai went on to confirm that the ATP students for the 2025/2026 academic year will not receive funding for possibly up to next year in 2026.

KSL Director Official Statement
KSL explained that it was unable to allocate funds to replenish the Legal Education Fund for the current financial year, leading to the decision.
“Due to the ongoing budgetary constraints facing the government, the school could not allocate resources to replenish the Fund this financial year.” The notice read.
“Consequently, we regret to inform incoming ATP students for the 2025/2026 academic year that the school will not be able to provide any tuition loans,” read the notice from the KSL Director.
This announcement from KSL came a day after HELB opened its portal for loans and bursaries related to the Kenya Accountants and Secretaries National Examinations Board (KASNEB).
In a statement on January 13, HELB revealed that the scheme would cover fees, registration, exams, renewal, exemption fees, and tuition for students attending KASNEB-accredited institutions.
Both current and new students pursuing KASNEB qualifications are eligible for these loans and bursaries.
