ANC leader Musalia Mudavadi has strongly criticised the proposal to link Huduma Namba with the voter register, ahead of the 2022 General Election.

According to Mudavadi, only the Independent Electoral and Boundaries Commission (IEBC) is the custodian of elections in the country.

If the controversial Bill pending before the National Assembly is actualised, especially going into the General 2022 election, Mudavadi says it might inteefere with the credibility of the polls.

"It's a very critical time, we have few months to elections, any adjustments to elections laws must be very well thought, it can spark suspicions. IEBC is the custodian of elections... linking Huduma Namba database to registered voters is dangerous. IEBC controls the voters register, but who's in charge of Huduma Namba database?" pauses Mudavadi. "Huduma Namba is under care of the executive. If there is an elections petition, which server will be opened? Huduma Namba or voters register? Tuchunge tusiwe na vifaranga vya Huduma Namba next elections."

The Huduma Bill, 2021

The Huduma Bill, 2021 seeks to create the National Integrated Identity Management System (NIIMS) that will act as the primary database bearing details of all Kenyans.

The 53-page Bill also makes it mandatory for IEBC to compile its voter register using the NIIMS system. Additionally, the Bill, which is sponsored by Majority Leader Amos Kimunya, makes it mandatory for Kenyans to acquire Huduma Namba that will be used to access their details in NIIMS.

If actualised, Huduma Namba will also replace the Kenya Revenue Authority Personal Identification Number, among other radical proposals enumerated in the proposed law.
