After visiting the two statues at the Nairobi Central Business District, Dr Mutua said that their current state shows the extent of the system failure.
The Machakos County boss said he will repair and maintain the statues until those responsible "wake up from their slumber".
"This disrepair and neglect is an example of what happens when instead of concentrating on serving wananchi, leaders are involved in propaganda campaigns and political activities for higher office," the former government spokesman said.
Dr Mutua remarked that Kenya has a trend of building projects then forgetting about them.
"It is indicative of the state of mind, culturalisation and state of civilization of those concerned."
