Personal Assistant to senior gov’t official charged for allegedly forging academic papers

The Office of the Director of Public Prosecution (ODPP) has preferred charges against a government officer for allegedly using fake papers to acquire employment.

The accused, Jecinter Adoyo Hezron currently works as a senior analyst and personal assistant to the Chairperson of Commission on Revenue Allocation Mary Chebukati.

Apparently, Hezron used forged Bachelor of Arts degree in Sociology and Masters of Arts in Development Studies from University of Nairobi to obtain employment in August 2017.

Consequently, the ODPP has directed that she be charged with three counts namely;

  1. Fraudulent Acquisition of public property contrary to Section 45(1) (A) as read with Section 48 of the Anti-Corruption and Economic Crimes Act 2003.
  2. Forgery contrary to section 345 as read with 349 of the Penal Code,
  3. Uttering a false document contrary to section 353 of the Penal code.

This comes as Kenya National Qualifications Authority (KNQA) Director General Dr Alice Kande acknowledged there could be more civil servants with fake academic papers.

President William Ruto directed immediate crackdown on the 2,100 government officers using fake documents to acquire employment, while other educated Kenyans remain unemployed.

Appearing today on TV47’s breakfast show Morning Cafe, KNQA Director General Alice Kande admitted the fake certificates’ problem was much widespread even as investigations begin.

“2,000 is a very small figure. Before establishment of the Kenya National Qualifications Authority framework, we had seen a lot of fragmentation of our education institutions. We have realised that people look for papers to get work at the expense of productivity at their workplaces,” Dr Kande explained.

She lauded the new education system- Competency Based Curriculum- which seeks to empower learners according to their abilities. Dr Kande said in the long run this system would address the fake papers issue.
