President Ruto forms hiring panels for constitutional commissions and independent offices

President Ruto has appointed three hiring panels to fill upcoming vacancies at key constitutional commissions and independent offices as the terms of office for chairpersons and members of four constitutional bodies are set to expire.

“To facilitate the transition within these bodies, His Excellency the President has today constituted the requisite selection panels for the recruitment of nominees for appointment as chairpersons and members to the commissions and offices,” said Head of Public Service Felix Koskei.

Koskei emphasized that the panels were formed in compliance with the law, comprising nominees from professional bodies, institutions, and state offices, which form the statutory membership of selection panels for hiring in the respective constitutional commissions and independent offices.

The term of Lyn Mengich, who was appointed by former President Uhuru Kenyatta as the chairperson of the Salaries and Remuneration Commission (SRC) on September 13, 2018, for a six-year term, is set to end. Mengich took the oath of office alongside commissioners Amani Yuda, John Monyoncho, Leah Mumbua, Margaret Sawe, Elizabeth Muchiri, and Peris Ashubwe. Upon their exit, the commission will have two remaining members: Abdullahi Abdi, who joined in November 2021, and Phyllis Wagacha, appointed in 2023.

For the hiring of new SRC leaders, President Ruto has appointed Joshua Wambua from the Association of Professional Societies in East Africa, Patrick Mtange from the Institute of Certified Public Accountants of Kenya, and Monica Sifuna from the Kenya Institute for Public Policy Research and Analysis. The Parliamentary Service Commission, the Public Service Commission, the Judicial Service Commission, the Teachers Service Commission, the National Police Service Commission, the Defence Council, and the Senate representing county governments are also involved in the nomination process.

Additionally, Quresha Abdullahi from the Institute of Human Resource Management, Public Service Principal Secretary Amos Gathecha, Mary Kimonye from the Executive Office of the President, Lawrence Kibet from the Treasury, and Samuel Kaumba from the Office of the Attorney General have been appointed to the panel.

The panel responsible for selecting the chairperson and two members of the Commission on Administrative Justice (CAJ) includes Edwin Makori from APSEA, Zena Atetwe from the Disability Council, Jasper Mbiuki from the President’s Office, Susan Chelagat from the Attorney General’s Office, and Patrick Wamoto and Joan Machayo from the Public Service Commission.

Koskei stated that the President urges all qualified Kenyans to seize the opportunity to serve the nation by applying for these positions once invitations are issued. He also encouraged Kenyans to submit memoranda regarding the suitability of candidates shortlisted by the respective selection panels.
