Raila: We shall not allow you to continue frustrating devolution

Azimio leader Raila Odinga has warned the Kenya Kwanza government that it shall not be allowed to continue frustrating devolution.

He argues that they have noticed that some people in the government are hell-bent to frustrate devolution and that is why they have been introducing many new Bills to plough back the gains of the constitution.

Mr Odinga who was speaking when he attended an Agriculture exhibition at Bar-Kalare primary school grounds in Gem Yala sub-county, stated that devolution was one of the gains of the Constitution 2010 and the government cannot be allowed to claw it back.

The former Prime Minister lamented that despite the constitutional provision that counties should get at least 15% of the national revenue, the government has still been sending less funds to the devolved units stating furthermore that the allocation should not be done based on the previous budgets.

Odinga has at that same time called on the need for the government to collapse some of the parastatals in the roads sector such as Kenya Urban Roads Authority (KURA) and the Kenya Rural Roads Authority (Kerra) so that such funds are devolved to support roads projects in the counties.

His sentiments were echoed by Siaya governor James Orengo who stated that there are Bills and policies before parliament which in essence is a clawback on devolution.

While expressing fears that counties may soon just remain entities by name if no intervention is done, reiterated that they shall not allow the national government to frustrate the implementation process of devolution anymore.

The occasion was also graced by National Assembly Minority leader James Opiyo Wandayi and ODM party chairman John Mbadi who stated that for Kenyans to realize the full benefit of devolution, all monies that are earmarked for devolution must be sent to the counties.

They lamented that the National Treasury was still sending the same amount of money to the countries ten years down the line despite the current inflation in the country.

During the exhibition Chief Officer of Agriculture Siaya County, Elizabeth Adongo, assured of their commitment to enhance food production in the County disclosing that so far they have procured seeds and fertilizers worth ksh 196 million to increase yield.
