Office of the President, State House allocated Ksh4.46 billion in Supplementary Budget II

The government has increased the budget for the State House and the Executive Office of the President in the latest Supplementary Estimates Budget II for the 2024/25 financial year.

State House Budget Up by 88.4%

According to a report tabled in the National Assembly on Tuesday, February 18, 2025, the National Treasury increased the budget for the State House by Ksh3.81 billion, an 88.4% rise. This brings the total allocation for the Office of the President to Ksh4.46 billion.

Treasury explained that the increase was necessitated by personnel emoluments for the financial year ending June 30, 2025. The extra funds will also cater to shortfalls in operations and maintenance expenses, including medical insurance.

Executive Office of the President Gets Ksh651.69 Million More

The budget for the Executive Office of the President has also been raised by 18.18%, translating to an additional Ksh651.69 million. Treasury attributed this increase to personnel costs, operational and maintenance expenses, and donor-funded projects.

Government’s Overall Budget Increase

The latest budgetary adjustments have led to an overall increase of Ksh86.18 billion across the three arms of government. However, the Consolidated Fund Services saw a reduction of Ksh23.61 billion.

Key Sectoral Budget Allocations:

  1. Roads Infrastructure

The State Department for Roads will receive an additional Ksh6.08 billion to settle pending bills and fund critical road infrastructure projects.

2. Mining Ministry Boost

Mining Cabinet Secretary Hassan Joho’s docket will get an additional Ksh594.2 million, which includes a projected appropriation of Ksh300 million under recurrent expenditure and Ksh160 million under capital expenditure.

3. Healthcare Sector Receives More Funds

The Ministry of Health has been allocated additional funding, with the State Department for Public Health receiving a Ksh5.08 billion boost. This increase will cover salaries for intern doctors as per the 2017-2021 Collective Bargaining Agreement (CBA), settle outstanding salary arrears, and pay stipends for Community Health Promoters (CHPs).

Meanwhile, the State Department for Medical Services will get Ksh8.68 billion to recapitalize the Kenya Medical Supplies Authority (KEMSA), finance the Primary Healthcare Fund, and support the Emergency, Chronic, and Critical Illness Fund. Additional funds will also cover salary and operational costs at Moi Teaching and Referral Hospital (MTRH) and Kenyatta University Teaching, Research, and Referral Hospital (KUTRRH).

4. Education Sector Sees Significant Budget Increase

The Ministry of Education is one of the biggest beneficiaries, with an increase of Ksh48.59 billion.

                •             The State Department for Technical and Vocational Education and Training (TVET) will receive Ksh6.97 billion more.

                •             Higher Education will get an additional Ksh15.4 billion.

                •             Basic Education has been allocated an extra Ksh7.57 billion.

The Teachers’ Service Commission (TSC) will see a significant increase of Ksh18.57 billion to cater for personnel emoluments.

These budgetary adjustments indicate the government’s focus on key sectors, including education, health, and infrastructure, while also prioritizing increased funding for the Office of the President.
