The process of vetting Alcohol Manufacturers; role of each agency in special team

A specialized multi-agency team was constituted to spearhead the Alcohol Manufacturers vetting process in an exercise that began on Monday, 18th March, 2024.

This team comprises of members from the State Department for Internal Security and National Administration, the Office of the Deputy President, the State Department for Public Health and
Professional Standards, the State Department for Trade, the State Department for Labour and Skills Development, NACADA, Kenya Revenue Authority, Kenya Bureau of Standards, Anti Counterfeit Authority, and NEMA.

Vetting Process

Step 1: Confirmation of Visit: Manufacturer receives a letter confirming inspection visit by the vetting multi-agency team.

Step 2: KRA Breaking Seal of Closed Production Unit: This is a critical step to ensure that the production process had been closed as directed and is secure.

Step 3: Inspection Tour of the Premises – The vetting team conducts a thorough tour of the premises to inspect the production facilities, storage areas, and overall operational setup.

Roles of agencies

KEBS (Kenya Bureau of Standards): Focuses on the laboratory to ensure that the products meet the required quality and safety standards.

KRA (Kenya Revenue Authority): Checks for compliance with tax regulations and remittance of dues.

ACA (Anti-Counterfeit Authority): Ensures the product labeling is accurate, records of ethanol purchases are properly maintained.

DOSHI (Directorate of Occupational Safety & Health Services): Responsible for certifying certificates related to occupational safety and health standards and compliance.

NEMA (National Environment Management Authority): Inspects the location’s environmental compliance and adherence to waste management regulations.

Public Health: Inspects health-related aspects such as hygiene, washroom facilities, and health certificates for employees.

State Dept. of Trade: Verifies that certified meters are used for accurate measurement in the production process.
